CHA Hosts Premier Educational Event for Property Owners: 1,000 Managers and Property Owners expected at Navy Pier

WHAT: 4th Annual CHA Owner Symposium.

George Vlasis, who has been renting to HCV Program Participants for 10 years, hasn't found the perception of renting to a Housing Choice Voucher (HCV) Program Participant a risky venture. He says "Section 8" clients do maintain their properties.

The responsibility, he said, is on the Owners to do their due diligence and cover their bases.

"Owners have to qualify the HCV Program Participants like they would anyone else," said Vlasis, owner and broker of George Vlasis Realtors. "With the potential renter's signed permission, I have an agency run a background check and credit report. With their permission, I do a home visitation to see how they are maintaining their current residence. I spend time talking to the people to get a sense of who they are and how well we will work together. I want them to maintain the property as if they owned it and, in return, I immediately address any repair issues. If the owner treats the tenants fairly and with respect, they will have a long-term tenant, a friendly relationship and a well-maintained property."

Covering Owner bases and building and maintaining relationships will be the focus of the CHA Owner Symposium, from 8:30 a.m. to 3:30 p.m., Saturday, Oct. 1, 2011, at Navy Pier, 600 East Grand Avenue. More than 1,000 Property Owners, Managers and Real Estate investors are expected to convene so that they may gain a clear understanding of property management from the Chicago Housing Authority (CHA) and other distinguished guests.

This year's event, CHA's fourth, will feature recognized housing industry experts, including the Honorable Dorothy Brown, Clerk of the Circuit Court of Cook County, Illinois, HUD's John Meade and Dale A. Darrow, property management specialists Carl Pettigrew and Taft West, tax professional Andrea A. Raila, mold consultant Rachel Adams, and many others who will lead 12 different educational sessions on evictions, fair housing, lead-based paint, inspections, property renovations and more.

"By providing educational opportunities for Property Owners, Managers and Real Estate Investors, we are supporting the development of better relationships between Owners and tenants, fostering better community involvement and ultimately building better neighborhoods throughout the city of Chicago," said Carlos Ponce, CHA's interim CEO.

In addition, over 30 local and national organizations such as the Community Investment Corporation (CIC), Chicagoland Apartment Association (CAA), Lowe's Commercial Services, ista North America (a provider of Utility Management Services), Socialserve.com and ShowMojo (an online tool to help Owners schedule showings) will be on hand showcasing new and exciting solutions to help attendees increase the value of their property and grow their business.

Vlasis said the Owner Symposium could be a helpful tool for area Owners who are either currently renting to HCV Program Participants or who are interested in doing so.

"It's good to have someone to talk to and do address specific questions," he said. "I think the people that will be there will have a common interest in knowing how to best work with the HCV Program. CHA has set guidelines that must be adhered to. Owners need to know and understand these guidelines in order to work with CHA, and that is why they should attend the Owner Symposium."

Industry Experts Confirmed for 4th Annual Owner Symposium

Several speakers have been confirmed to conduct educational sessions at CHA's upcoming 4th Annual Owner Symposium.

Session: Evicting a Tenant: How to Do It and Protect Yourself in the Process

The Honorable Dorothy Brown has brought revolutionary changes to the operations of the Circuit Court Clerk's Office through her focus on improving services within five strategic areas: 21st Century Technology, Operational Efficiency, Customer Service, Employee Training and Development and Financial Accountability. She will bring her extensive knowledge of the evictions process to the attendees at this year's event.

Session: How to Be a Great Property Manager

Mr. Carl Pettigrew has received a BBA in Finance from The George Washington University - School of Business and an MM in Marketing and Finance from Northwestern University - Kellogg School of Management. He is currently President of New Venture Realty, LLC which is a real estate management, investment and development firm that specializes in multi-family apartment complexes.

During 2001, Mr. Taft West received his broker's license and began working with CIC as a contract trainer in the Capacity Building Program, teaching maintenance systems to property management students. In 2002, Mr. West joined CIC as the deputy director of this program and, after a hiatus of several years during which he pursued consulting projects, was named Director of Property Management Training in 2007.

Both Mr. Pettrigrew and Mr. West will be leading separate sessions on this topic.

Session: Property Taxes 101

Ms. Andrea A. Raila is a real estate tax and public policy consultant. She has a BA in economics from Loyola University's Mundelein College and was a former property tax appeal case reviewer for the Cook County Board of Review. Ms. Raila helped establish and operate the city of Chicago's first Taxpayer's Advocate Office — an agency that helped residential and business property owners appeal their property tax assessments. Andrea A. Raila & Associates has for 21 years assisted residential and commercial property owners to successfully appeal their taxes, obtaining actual cash refunds, reductions in assessed values or savings on current and future tax bills.

Session: Mold Growth and Moisture — Both a Health Hazard and a Liability

Ms. Rachel Adams holds a B. S. in Environmental Health Sciences from Purdue University as well as a B. S. in Medical Technology and is certified by the American Society of Clinical Pathologists (A.S.C.P.). She has extensive education and experience in mitigating water losses as well as residential buildings that have had water intrusions resulting in secondary mold damage that often causes health effects to the occupants. She is an IICRC approved instructor in the categories of AMRT, WRT and HST. Ms. Adams is also the President of Indoor Environmental Management (I.E.M.) which is a full service environmental company. I.E.M. has an extensive knowledge of building science and years of experience as residential and commercial builders and remodelers.

Chicago Rents Right
The City of Chicago, in partnership with tenant and landlord organizations, has formed the Rents Right campaign to educate Chicagoans about the legal responsibilities and rights of renters and property owners.

With more than 60 percent of Chicagoans living in rental housing, Rents Right provides landlords and tenants with assistance in meeting their legal obligations and exercising their rights. Rents Right provides mediation for landlords and tenants to resolve disputes in an informal and non-adversarial manner.

The Residential Landlord and Tenant Ordinance governs the majority of residential rental agreements in the City. Knowing your rights and responsibilities is key to a good rental relationship. Be sure you know what's expected of you and what you can expect in return. Whether you're a tenant or landlord, there are laws that spell out your rights and responsibilities.

With its 4th Annual Owner Symposium, CHA promised to give attendees a new perspective on property management. Judging by attendees’ comments during and after the event, it appears that the Symposium delivered on that promise.

Almost 900 Property Owners, Managers, Real Estate Investors, local and national exhibitors and sponsors and CHA staff attended the event.
